The WPRCOG was established in October 2020, pursuant to Chapter 167 Regional Council of Governments of the Ohio Revised Code, through a joint agreement between Wright-Patterson Air Force Base, Springfield Air National Guard Base, the cities of Beavercreek, Dayton, Fairborn, Huber Heights, and Riverside, and Bath Township.

The WPRCOG was formed out of a mutual interest and desire to promote compatible development and activities in support of the continued operations of Wright-Patterson Air Force Base and Springfield Air National Guard Base. Through cooperation and coordinated powers and duties, WPRCOG members will provide residents with improved efficiency and the sharing of benefits and costs for regional economic development and land use planning while supporting the military. 

The authority of the WPRCOG is limited to the objectives as approved by the WPRCOG Board of Directors and shall not interfere with any independent authority of any member community or political subdivision.

The WPRCOG operates under an established set of By-Laws approved by all WPRCOG parties.
